首届“绿创杯”绿色技术创新大赛火热报名中，本届大赛由国家级经济技术开发区绿色发展联盟（绿盟）携手中国循环经济协会、中国环境科学研究院清洁生产与循环经济研究中心、中国环境投资联盟和世界自然基金会（WWF）共同举办。本届大赛邀请到了10家国家级经济技术开发区作为支持单位，参赛即有机会优先享受其各项福利政策，从上一期开始，我们已经开始陆续展示了天津、昆山、南京、江宁、镇江5家经开区和青岛中德生态园的支持政策，本期就带大家了解一下绿创伙伴之一的广州开发区和合肥经济技术开发区都有哪些支持创新的良策。

根据2020最新广州市黄埔区科技局制定的科技创新创业服务指南，本次大赛适用优惠政策如下：

摘自《广州市黄埔区广州开发区 广州高新区进一步促进高新技术产业发展办法》

1.对获得国家、省、市科技行政主管部门颁发授予的科技奖励或立项资助的各类科技项目，分别按扶持金额的100%、70%、50%给予资金配套，最高分别为500万元、300万元、100万元。

100%, 70%, and 50% of support capital is given to the technology projects that got technology reward by national, provincial, or municipal technology department. The highest supports are 5 million, 3 million, and 1 million RMB respectively.

2.对已建立内部研发机构且当年研发费用500万元以上的规模以上企业，按其研发费用增长额的10%给予补助，最高100万元。

10% of the growth of R&D increasement is given to the enterprises who have more than 5 million RMB R&D fee and built inner R&D institutions. The maximum is 1 million.

3.对获得股权投资机构投资的科技企业，按所获投资额的5%给予扶持，最高100万元。

5% of investment is given to the enterprises who obtain investment from institutions. The maximum is 1 million RMB.

摘自《广州市黄埔区 广州开发区瞪羚企业认定扶持办法》

1.瞪羚企业每年认定一次。首次被认定的，给予5万元奖励；连续两年被认定的，给予10万元奖励；连续三年被认定的，给予20万元奖励。

50,000 RMB for recognizing as the gazelle enterprise at the first time. 100,000 RMB for recognizing in 2 years continually. 200,000 RMB for recognizing in 3 years continually. 

2.对于认定的瞪羚企业，按照企业获得认定当年的可加计扣除研发费用总额20%给予额外奖励，最高不超过50万元。

Additional 20% reward of R&D fee in the recognized year is given. The maximum is 500,000 RMB.

3.对于认定的瞪羚企业和瞪羚培育企业，因扩大规模、技术改造、加大研发及用于企业主营业务发展等获得银行贷款的，对企业获得认定当年得到的银行贷款以中国人民银行同期贷款基准利率为限给予一次性贴息，最高50万元。

For recognized gazelle enterprises and training gazelle enterprises who have the bank loan for expanding, technology change, increase R&D, and development, an one-time subsidized interest of benchmark lending rate of the people’s bank of China over the same period is given. Maximum is 500,000 RMB.

4.对于认定的瞪羚企业和瞪羚培育企业，在认定当年获得股权投资机构投资的，给予企业获得投资额5%的补贴。

5% of investment is given to the enterprises recognized as gazelle enterprises and training gazelle.

摘自《广州市黄埔区 广州开发区 广州高新区聚集“黄埔人才”实施办法》

1.符合条件的杰出人才、优秀人才、经营人才，按在本区实际购房金额的80%分别给予最高500万元、300万元、200万元购房补贴。

80% of buying houses is given. Maximum 5 million, 3 million, and 2 million RMB respectively is given to outstanding talents, excellent talents, and management talents.

2.未享受购房补贴的杰出人才、优秀人才、精英人才每年分别给予15万元、10万元、5万元万能津贴。对杰出人才、优秀人才、精英人才，按在本区法人单位年度所得个人收入应纳税所得额的10%给予每年最高500万元收入奖励。资助期3年。

150,000, 100,000, and 50,000 RMB is given to outstanding talents, excellent talents, and management talents who have not enjoy the policy above respectively. 10% reward of annual personal income tax is given to talents for three years. Maximum is 5 million RMB.

3.给予骨干人才3万元万能津贴。

30,000 RMB for backbone talents.

4.给予创新创业领军人才最高1000万元的创业资助和最高1000万元投资奖励。

Entrepreneurship and investment support with the maximum of 10 million RMB respectively is given to leading talents.

5.给予创业英才最高100万元项目奖励。

1 million RMB is given to the entrepreneurship talents.

6.未享受购房补贴、万能津贴的杰出人才、优秀人才、精英人才，可申请一套最高150平方米100%租金补贴的人才住房，补贴期为5年。

100% subsidy for renting houses with the maximum space of 150 square meters can applied by outstanding talents, excellent talents, and management talents who have not enjoyed the first 2 policies for 5 years. 

7.骨干人才，或具有全日制本科学历和学士学位，或中级专业技术职称，或国家职业资格二级技能等级及以上的人才可申请最高90平方米50%租金补贴的人才住房，补贴期为2年。

50% subsidy for renting houses with the maximum space of 90 square meters can applied by Backbone talents, or those with full-time undergraduate education and bachelor's degree, or intermediate professional and technical titles, or national vocational qualification level II or above for 2 years.

摘自《广州市黄埔区 广州开发区创新创业领军人才聚集工程实施办法》

1.给予创业项目最高1000万元无偿资助，按4：3：3比例分三期拨付，最高不超过项目预算总额的50%。

Support with the maximum of 10 million RMB is given to the project in three phase payment according to 4:3:3. The support can not exceed the 50% of project budget.

2.入选区创新创业领军人才后3年内项目新引入风险投资的，按实际累计新增投资总额的10%给予奖励，最高不超过1000万元，一次性兑现。

An one-time reward of 10% of accumulated investment is given to leading talents who introduced risk investment in three years.

3.获得风险投资机构投资500万元以上的，给予一次性项目奖励50万元；获得风险投资机构投资1000万元以上的，给予一次性项目奖励100万元。

An one-time reward of 500,000 RMB is given to the projects that have risk investment of 5 million RMB. 1 million RMB is given to the projects that have risk investment of 10 million RMB.

1.国内发明专利获得授权资助9000元/件；实用新型专利获得授权资助1000元/件。

9000 RMB per authorized invention patent, 1000 RMB  per utility model authorized patent.

2.通过PCT途径申请专利进入国家阶段（国外）的资助1.2万元/件。

12,000 RMB per patent that applied through PCT to the national (international) stage.

3.国外发明专利获得授权资助4万元/件，每件发明最多资助6个国家。

40,000 RMB per international invention authorized patent, maximum 6 nations per patent.
