14-1.pngOn 14 May, a training conference on capacity building for international cooperation parks in development zones in Shanxi Province was held in Jincheng Economic and Technological Development Zone, organised by the Shanxi Department of Commerce and co-organised by the Green Partnership of Industrial Parks in China Secretariat and Jincheng Economic and Technological Development Zone Management Committee. The event invited experts such as Chen Kaijie, Deputy Commissioner of the Special Officer of the Ministry of Commerce in Zhengzhou, Kim Kyung-ho, Investment Director of the Japan External Trade Organization (JETRO) Beijing Representative Office, Liang Zhiliang, First Level Researcher of the Development Zones Division of the Department of Commerce of Zhejiang Province, Song Yuyan, Director of the Secretariat of the Green Partnership of Industrial Parks in China, and representatives of international cooperation parks such as Taicang High-tech Zone Sino-German Innovation Park and Xiangcheng Economic and Technological Development Zone to share their experience in building international cooperation parks. Li Wei, Director of the Development Zone Division of the Shanxi Department of Commerce, and Shi Xiaolin, Deputy Secretary of the Party Working Committee of Jincheng Economic and Technological Development Zone and Deputy Director of the Management Committee, attended the event and delivered speeches.

 

The training conference aimed to implement the Opinions of the State Council on Promoting Innovation and Enhancement of State-level Economic and Technological Development Zones to Create a New Highland of Reform and Opening-up (Guo Fa [2019] No. 11), implement the Guiding Opinions on Promoting the Construction of International Cooperation Parks in Development Zones (Jin Zheng Fa [2020] No. 85), promote the construction of international cooperation parks in development zones to speed up the construction of international cooperation parks, strengthen the cooperation between development zones and developed countries and regions, and accelerate the construction of a new highland for inland development. The training was attended by 215 participants from the commercial bureaus of various cities in Shanxi Province as well as the relevant persons in charge and staff of 23 development zones.

The meeting was chaired by Song Yuyan, Director of the Green Partnership of Industrial Parks in China Secretariat. In his welcome speech, Shi Xiaolin, Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of Jincheng Economic Development Zone introduced the current development status of Jincheng Economic Development Zone and its development and transformation goals. In 2020, Jincheng Economic Development Zone contributed 18.3% of the city's GDP, 23.4% of industrial added value, 73.3% of utilised foreign investment, 92.5% of total import and export, and 99% of High-tech output value. Among them, the average growth rate of the optical and mechanical industry has reached 27% in the past three years, which has become the largest, fastest-growing and most promising industrial cluster in Jincheng.

 

In the speech of Li Wei, Director of Development Zone of Shanxi Department of Commerce, said that Shanxi Province will strive to set up 11 international cooperation parks by the end of 2030, among which Shanxi Comprehensive Reform Zone should complete the creation and assessment work by the end of 2021, Jinzhong Agricultural High-tech Zone should complete the planning work by the end of 2021, and the four development zones in Datong, Jinzhong, Jincheng and Changzhi should strive to complete the creation work by the end of 2025. The meeting was also interpreted by the Development Zone Division of the Shanxi Department of Commerce on the latest "Guidance" and "Assessment and Management Measures" for the construction of international cooperation parks in Shanxi's development zones.

 

In the speech of Chen Kaijie, Deputy Commissioner of the Special Officer of the Ministry of Commerce in Zhengzhou pointed out that compared with the eastern coastal provinces, the development zones in Shanxi Province face restrictions and difficulties in elements such as land, talents and channels to carry out the construction of international cooperation parks, so he also put forward eight suggestions for Shanxi provincial parks to promote the innovation and upgrading of development zones in terms of strategic planning, industry focus, capital support, channel construction, talent reserves and supporting systems.

Liang Zhiliang, a first-class researcher of the Development Zone Division of the Department of Commerce of Zhejiang Province, took the background of Zhejiang's "chain leader system" innovation system, the design of the mechanism and system, and the "nine one" guarantee mechanism as the starting point, and introduced the role of the chain leader system in the relationship between subjectivity and opening up to the outside world, and suggested that the implementation of the "chain leader system" needed to deal with the relationship between "external circulation" and "internal circulation", and that the construction of international cooperation parks should be an important grasp of the development of the 14th Five-Year Plan of the development zone, and insist on self-reliance in the industrial chain.

Song Yuyan, Director of the Green Partnership of Industrial Parks in China Secretariat, presented the recommendations on the path of high-quality development of international cooperation parks in the 14th Five-Year Plan period, focusing on the Guide to the Construction of International Cooperation Parks (2020), and proposed specific paths for the construction of international cooperation parks in development zones in Shanxi Province.

 

In order to deepen the foreign cooperation and exchangeability of the provincial parks, the Department of Commerce of Shanxi Province invited Mr. Jin Jinghao, Investment Director of the Beijing Office of the Japan External Trade Organization (JETRO), to explain the experience of Sino-Japanese cooperation and cases of Japanese business environment construction to the parks present, especially for some considerations and misunderstandings in the process of cooperation with Japanese enterprises. At the meeting, Taicang Hi-tech Zone Sino-German Innovation Park and Xiangcheng Economic and Technological Development Zone also shared their experiences on how to build their respective international cooperation parks from "zero to one", which provided useful reference for the development zones in Shanxi Province.

 

After the training session, participants from the Shanxi Comprehensive Reform Demonstration Zone, Jincheng Economic and Technological Development Zone, Jinzhong Economic and Technological Development Zone, Datong Economic and Technological Development Zone and Changzhi High-tech Zone combined their learning gains with their own international cooperation park construction directions and had face-to-face interactive exchanges with the participating experts.

 

This year is the key year for planning the opening of the 14th Five-Year Plan. "The outline of the 14th Five-Year Plan points out that it is necessary to base on the large domestic cycle, give full play to comparative advantages, promote the construction of a strong domestic market and trade power, attract global resource elements with the large domestic cycle, make full use of the two domestic and international markets and two resources, and actively promote the coordinated development of domestic and external demand, import and export, the introduction of foreign investment and outward investment. The Green Development Alliance Green Partnership of Industrial Parks in China Secretariat will actively work with the Department of Commerce of all provinces and development zones to promote international cooperation-related capacity building and play the function of a platform to actively expand international cooperation and exchange channels and provide more resources and services for the construction and development of international cooperation parks.
