Jinhua Economic and Technological Development Zone (hereinafter referred to as “JETDZ”), established in 1992 and promoted to a national economic and technological development zone in 2010, covers an administrative area of 261.8 square kilometers and a built-up area of nearly 50 square kilometers, and has a population of 500,000. It has been awarded more than 30 national and provincial honors such as “Informatization and Industrialization Integration” National Demonstration Zone, National Intellectual Property Pilot Park, Zhejiang Demonstration Base of New Energy Vehicle Industry with Foreign Investment, Zhejiang’s first batch of Demonstration Parks of “Ecological Construction and Transformation”, Zhejiang Demonstrative Development Zone of Industrial and Urban Integration, and Zhejiang’s first batch of Supply-side Structural Reform Pilots. JETDZ focuses on supporting the industries such as automobile and parts, electronic information and biomedicine, and has successfully cultivated a number of outstanding enterprises such as Youngman Automobile, Jinfei Wheel, Dongjing Electronics, CONBA, Luyuan and Jinzi Ham. It has developed two industrial clusters with an output value exceeding CNY 10 billion, i.e., automobiles and parts, and electronic information.

Green Measures

The New Energy and high-end Equipment Manufacturing Industrial Park in JETDZ focuses on introducing the industries such as new energy vehicles and key parts, intelligent manufacturing equipment, optoelectronics and new materials. At present, Jinhua New Energy Vehicle Town has successfully passed the naming acceptance. It won the honor of Zhejiang Provincial Featured Town with excellent result in the annual assessment in 2020, and was successfully included in the list of provincial pilot entities of the “Chain head system” of the industrial chain in development zones.

Since Jinhua New Energy Vehicle Town was listed in the list of Zhejiang Provincial featured towns in 2016, JETDZ has scientifically planned top-level design, gathered high-end innovation elements, explored institutional and mechanism reforms, and gathered various functional supporting facilities to constantly develop a powerful featured industrial chain and promote the deep integration of “people, city, industry, culture and landscape” in accordance with the requirements of “integration of ecology, life and production” for creating a featured town. In recent years, the Town has been selected as the provincial industrial benchmark town in the field of economy and information technology, the provincial intelligent manufacturing demonstration zone, the first batch of provincial high-tech featured towns, the provincial leader of “average output per mu”, the national 3A level tourist attractions, etc., and walked out a construction road of new featured towns with Jinhua’s characteristics, deep integration of industry and city, emergence of innovation and vitality, and industrial SRPN.

The industrial park is committed to developing a green industrial park, strictly implementing national local standards, consolidating the cornerstone of environmental protection, accelerating the process of pollution control in the park, improving infrastructure, enhancing scientific and technological innovation, gradually realizing the green and circular development of the economy, and building the industrial park into a green industrial park with “distinctive industrial characteristics, complete circulation chain, reasonable infrastructure and efficient use of resources”. In addition, the industrial park fully implements green development from the following five aspects:

Constantly intensify the efforts to reduce pollution and carbon emission. In recent years, the carbon emission intensity and pollutant discharge intensity of the industrial park have declined constantly. From 2018 to 2020, the carbon emission intensity of the industrial park is 1.41 tons of CO2 per CNY 10,000, 1.05 tons of CO2 per CNY 10,000, and 0.88 tons of CO2 per CNY 10,000, respectively. The elasticity coefficients of major pollutants in the industrial park were 0.25, -1.46 and -2.01 respectively, and the safe treatment rate of industrial solid wastes (including hazardous wastes) was 97%, 98% and 99% respectively. The air quality of the industrial park is excellent, with 290, 306 and 317 days of good air quality from 2018 to 2020 respectively, with good air quality rate reaching 79%, 84% and 87%, respectively.

Actively promote the development of green industries. From 2018 to 2020, the green industries in the industrial park embraced a rapid development, and the added value was CNY 40 million, CNY 250 million and CNY 430 million respectively, accounting for 7.6%, 37.4% and 47.8% respectively of the industrial added value of the industrial park. The per capita industrial added value has increased year by year, reaching CNY 139,000, CNY 199,000 and CNY 218,000 respectively from 2018 to 2020.

Constantly promote the use of clean energies. The industrial park actively develops photovoltaic power generation, and new projects such as LEAPMOTOR Phase I and LEAPMOTOR Phase II are equipped with photovoltaic power generation facilities. From 2019 to 2020, the photovoltaic power generation of the industrial park is 485,000 kWh and 7,326,000 kWh respectively, accounting for 0.3% and 5.0% respectively of the comprehensive energy consumption. In addition to photovoltaic power generation, the industrial park actively uses clean energies such as natural gas and electricity, with a clean energy utilization rate reaching 99.8%, 99.7% and 99.7% from 2018 to 2020 respectively.

Gradually improve the green standard system. In recent years, it has released the statistical system of green development indicators as the basis for carrying out ecological civilization construction in the industrial park and promoting green development; developed a series of planning programs such as green development plan, ecological conservation and environment protection plan and implementation plan for consolidating and improving environmental air quality, making overall arrangement and deployment for the green development of the industrial park; constantly improved the information platform of the green industrial park, and released information related to green development and cleaner production of the industrial park on multiple platforms such as its official website and the WeChat public account.

The overall energy consumption of leading enterprises has decreased significantly. In recent years, based on the actual situations, it has been developing the circular economy, gradually getting rid of the traditional industrial growth mode with high energy consumption, high pollution and resource intensity, promoting the adjustment and development through technological transformation, promoting the transformation and upgrading of the new energy vehicle industry, and making efforts to build a carrier of circular economy. In the monitoring and service of new projects, projects under construction and existing enterprises, it actively provides financial support and technical service for LEAPMOTOR, WLY and other enterprises, encourage enterprises to improve technology, eliminate backward production processes and equipment, and encourage the enterprises such as Jinfei Wheel, LEAPMOTOR and Hengyuan to install and use rooftop photovoltaic power generation. Eight key enterprises in the industrial park have reduced standard coal consumption from 40,465.79 tons in 2018 to 32,504.85 tons now, and the comprehensive energy consumption of enterprises has decreased significantly.

At present, JETDZ has developed the overall goal of low-carbon development: Strengthening services for green and low-carbon industrial parks and plants, and promoting industrial parks and plants to constantly strengthen the capacity building of green and low-carbon products, clean production, and low-carbon energy.
