Brief Introduction
Jilin Economic and Technological Development Zone (hereinafter referred to as “JETDZ”), established in 1998, is located in the northwest suburb of Jilin City, about 85 kilometers away from the provincial capital of Changchun. In April 2010, it was approved by the State Council as a national economic and technological development zone, with an administrative area of 93.06 square kilometers and a state-approved planning area of 20.4 square kilometers. The boundary of the planning area is as follows: Block 1: east to Songhua River, south to Jiuzhan Village of Jiuzhan Town, west to Toutaizi Village of Jiuzhan Town, and north to Tongxi River. Block 2: east to Jilin City Academy of Agricultural Sciences, south to Jiulong Road of the Development Zone, west to Changchun-Tumen Railway, and north to Jiuxing Road of the Development Zone. Block 3: east to Changchun-Tumen Railway, south to Fanrong Village of Jiuzhan Town, west to Koujia Village of Jiuzhan Town, and north to Toutaizi Village of Jiuzhan Town. Having passed the ISO14001 environmental management system and ISO9001 quality management system certification, it is the core area of Jilin national carbon fiber high-tech industrialization base determined by the Ministry of Science and Technology, and the most competitive fine chemical industry cluster in Northeast China.
Green Measures
It is pointed out in the Opinions of the CPC Central Committee and the State Council on Fully, Accurately and Comprehensively Implementing the New Development Concepts to Achieve Carbon Peaking and Carbon Neutrality that: “Accelerate the development of strategic emerging industries such as next-generation information technology, biotechnology, new energy, new materials, high-end equipment, new energy vehicles, green and environmental protection, as well as aerospace and marine equipment.”
Although composite materials have been used in China’s aerospace and military aircrafts to a large extent, currently two-thirds of composite materials still rely on imports. In August 2021, the 22nd Executive Meeting of the Jilin Provincial Government in 2021 reviewed and adopted the Several Measures for Promoting the High-quality Development of Carbon Fiber and Composite Industry, and pointed out that carbon fiber is a key industry of Jilin Province to be developed in the future. It is necessary to rely on key enterprises such as Jilin Chemical Fiber, expand the industrial chain for raw materials, manufacturing equipment and downstream applications, and promote industrial transformation and upgrading and cluster development. The 14th Five-Year Plan of Jilin Province clearly put forward the “development of key manufacturing technologies of low-cost carbon fiber and composite and its application in the fields of automobile, railway vehicles and wind turbine blades”.
As the main bearing area for the development of the carbon fiber industry in Jilin City, JETDZ was identified by the Ministry of Science and Technology as the only national high-tech industrialization base of carbon fiber in January 2010, approved by the Ministry of Industry and Information Technology as the national new industrialization demonstration base of carbon fiber in March 2020, and awarded by China Chemical Fibers Association as the R&D and production base of large-tow carbon fiber and products in September 2021. After years of efforts, JETDZ has formed a good industrial development foundation and competitive advantages, achieving the development of the whole industrial chain. As of November 20, 2021, it has become home to many carbon fiber production enterprises such as Jilin Chemical Fiber, Jilin Tangu Carbon Fiber, Jilin Baojing Carbon Materials, Jilin Guoxing Carbon Fiber, Jilin Guoxing Composites and Jilin Jiyan High-tech Fibers. The annual raw filament production capacity of the enterprises in JETDZ is 50,000 tons, up to 60,000 tons by the end of the year, and the annual carbon filament production capacity is 20,000 tons, up to 25,000 tons by the end of the year. The product specifications now cover 1K, 3K, 6K, 12K, 24K, 25K, 35K, 48K and 50K, the performance of which has reached the T400 level of Toray in Japan, the 12K products have broken through the T700 performance indicators, and the T700-level 25K products are being developed. Large-scale production capacity has been formed for aerospace materials, carbon fiber felts, carbon plates, carbon clothes, etc., and small-batch production of vehicle seat skeletons, battlefield transport boxes, raw filament oil agent and other new products has started, achieving the development of the whole industry chain of “propylene - acrylonitrile - raw filament - carbon fiber - composite material - downstream products”.
In 2022, with the implementation of the “6+1” development strategy for the carbon fiber industry in JETDZ, the carbon fiber industry chain was further enriched and improved. By the end of 2022, JETDZ has formed a production capacity of 160,000 tons of raw filaments, 49,000 tons of carbon filaments, and 15,000 tons of composite materials, achieving domestic substitution for carbon fiber as a whole and breaking the international monopoly. It has also formed a large-scale production capacity of aerospace materials, carbon fiber pultrusion plates, carbon fiber felts, carbon fiber clothes, and carbon/carbon composite prefabrication. It is actively promoting the expanded application of carbon fiber composites in green industries such as wind power, photovoltaic, lithium battery, hydrogen energy and automotive lightweight.
Next, the development of the carbon fiber industry in JETDZ will focus on implementing the “6+1” development strategy, that is, planned construction of six professional industrial parks, i.e., industrial park of carbon filaments, industrial park of carbon/carbon composites, industrial park of automotive lightweight products, industrial park of aerospace and defense military products, industrial park of sports and leisure products, and industrial park of chemical accessories and composite materials; and one public platform, i.e., Jilin Branch of Public R&D, Inspection and Testing Center of Carbon Fiber and Composites. To earnestly implement the “6+1” development strategy, JETDZ will give strong support to enterprises in terms of land and policies, so as to further enrich and improve the system of the carbon fiber industry. It is expected that by 2025, the production capacity in JETDZ will reach 210,000 tons for raw filaments, 80,000 tons for carbon filaments, and over 30,000 tons for carbon fiber composites and products; and the market value of the carbon fiber industry in the city will reach CNY 50 billion.
