Brief Introduction
Changchun Economic and Technological Development Zone (hereinafter referred to as “CETDZ”), approved by the State Council as a national economic and technological development zone in April 1993, currently covers an area of 112 square kilometers with a permanent population of 429,000. It has attracted 84 transnational corporations from 29 countries and regions for investment, and is home to 46 enterprises invested by the world’s Top-500 enterprises, accounting for more than half of those in Changchun City. CETDZ plans to develop the Changchun-Jilin-Tumen industrial upgrading pilot zone. It focuses on promoting innovative development and green development, creates new growth points by fostering strategic emerging industries, industrial innovation and technological innovation, strives to transform traditional pillar industries towards the medium to high end, significantly increases the supporting role of emerging industries, ecological and circular economy and modern service industry, focuses on developing five major industrial sectors, and achieves a shift from pursuing speed to pursuing quality and from homogenized competition to differentiated development. It has become a demonstration zone driven by scientific and technological innovation and green intensive development.
Green Measures
In terms of green management, CETDZ has introduced policies to promote high-quality economic development. CETDZ has issued the Several Policy Measures for Accelerating Transformation and Upgrading to Promote High-quality Economic Development in Changchun Economic and Technological Development Zone (Trial), introducing specific measures to encourage the settlement of major industrial projects and the transformation and upgrading of enterprises, encourage the development of modern service industries, support innovation and entrepreneurship, support the listing of enterprises and encourage the development of an open economy. For example, for the newly built and operating production enterprises of new energy vehicles, intelligent networked vehicles and core components, high-end intelligent equipment manufacturing, artificial intelligence, biomedicine, optoelectronics, new materials and military-civilian integration, if they meet the output target and have an annual output above CNY 100 million as scheduled within two years since the land purchase and plant lease, they will be rewarded according to 80% of their comprehensive contribution at the district level in the current year within 3 years. The world’s Top-500 enterprises will be rewarded according to 100% of their comprehensive contribution at the district level at the current year within 5 years.
In addition, CETDZ has optimized the energy structure throughout the development zone by limiting the use of high-polluting fuels, eliminating small boilers, transforming the central heating pipelines, and improving the use of natural gas. Multiple ways such as the replacement of gas-fired boilers, electric boilers and central heating are adopted to solve problems, and the existing small coal-fired boilers have been eliminated, merged or renovated. Since 2014, a total of 336 small coal-fired boilers below 20 tons of steam have been eliminated. At present, 13 coal-fired boilers of 20 tons and above in use have all been equipped with desulfurization facilities, and large coal-fired and gas-fired boilers have been equipped with denitrification facilities gradually, effectively preventing the emission of sulfur dioxide and nitrogen oxide. The boilers of key enterprises are equipped with online monitoring equipment to monitor various pollutant indicators in the flue gas, and the real-time data transmission is connected with the Bureau of Ecology and Environment of Changchun.
On the other hand, by strengthening the management of energy consumption in industrial enterprises and promoting energy-saving transformation, the comprehensive energy consumption per unit of industrial added value has been significantly reduced. From 2010 to 2019, a total of 77 enterprises in CETDZ were included in the clean production audit list, and all of them have implemented clean production audit, effectively reducing pollutant discharge and emission as well as resource and energy consumption, and greatly improving the comprehensive utilization of wastes. In particular, efforts at various levels have been made to prevent and control air pollution, achieving remarkable results. During the construction of the national ecological industrial demonstration park, the economic and environmental benefits of CETDZ have been improved simultaneously.
In 2022, CETDZ was successfully listed in the sixth batch of national demonstration zones of ecological civilization construction (ecological industrial parks), becoming the second park in Jilin Province to win this national honor, which is a highly valuable “national-titled” ecological honor. CETDZ will continue to earnestly implement Chinese President Xi Jinping’s thought on ecological civilization, base itself on the new development stage, carry out complete, accurate and comprehensive implementation of the new development concept, and build a new development pattern. Guided by the comprehensive green transformation of economic and social development, it vigorously promotes the transformation and upgrading of the industrial structure, constantly optimizes the energy supply structure, promotes green production and life style, comprehensively improves the ecological conservation and environment protection capabilities, and unswervingly follows the path of green and low-carbon high-quality development that prioritizes ecology.
