Brief Introduction

Dalian Changxing Island Economic and Technological Development Zone (hereinafter referred to as “Dalian Changxing Island ETDZ”) is located in the middle of the west side of Liaodong Peninsula and the east coast of Bohai Sea. In September 2014, the State Council approved the inclusion of Changxing Island (Xizhong Island) petrochemical base in the national petrochemical industry planning and deployment, and assigned the task of “developing a world-class petrochemical base”. It has a total planned area of 598 square kilometers, including 268.5 square kilometers in Changxing Island, which is the largest island north of the Yangtze River. It is 292 kilometers from Shenyang and 83 kilometers from Dalian; and 59 nautical miles from Lvshunkou, 170 nautical miles from Tianjin Port, 339 nautical miles from Incheon Port in South Korea, and 646 nautical miles from Nagasaki Port in Japan.


Green Measures

Hengli Group, established in 1994, has developed into an international enterprise in the development of the whole industrial chain covering oil refining, petrochemical, new material of polyester and textiles, and now has three listed companies, more than 20 entities and over 170,000 employees. In 2010, Hengli Group actively responded to the call of a new round of Northeast China revitalization strategy, and constructed Hengli (Dalian Changxing Island) Industrial Park with a total investment of CNY 180 billion in Dalian Changxing Island, which is one of the seven national petrochemical bases. With the support of Dalian Changxing Island ETDZ, the Park aims to construct a world-class “safest, most environmental, and excellent inside and beautiful outside” petrochemical park, and plans three segments, i.e., petrochemical, refining and chemical industry, at one time. It has some key projects such as 20 million tons/year refining and chemical integration project, 4.5 million tons/year aromatics project, 1.5 million tons/year ethylene project, 1.8 million tons/year ethylene glycol project and 12 million tons/year PTA project. 80% of the equipment is the world’s largest, and it is the world’s largest PTA production base, as well as the first national green plant.


Hengli’s 20 million tons/year refining and chemical integration project is the first major refining and chemical project open to private enterprises in China, jointly assessed as the “2019 demonstration project of industrial transformation and upgrading with practical efforts and obvious results” by five ministries and commissions led by the National Development and Reform Commission. Hengli’s 1.5 million tons/year ethylene project was completed and put into operation in early 2020, with a construction period of 13 months and a successful start of operation, becoming a new industrial benchmark with fastest speed, largest scale, highest diene yield and lowest energy consumption in the world.

In 2021, Hengli Group adopted self-developed process technology and formula to develop the 450,000 tons/year biodegradable plastic project, after the completion and operation of which Dalian Changxing Island will become the largest degradable new material base in China.

Focusing on dual-carbon and the “new energy and new material”, Hengli (Dalian Changxing Island) polyester technology industrial park invested by Hengli Group in Dalian Changxing Island plans to be fully completed and put into operation in the second half of this year. At that time, industrial chains and industrial clusters for degradable materials, functional polyester materials, high-performance resin materials, high-end fiber materials and new energy materials will be developed. Committed to scientific and technological innovation, the project planning is to make all-out efforts in key core technologies, transform basic chemicals into high-end, refined, differentiated and functional high value-added products, and realize the integrated development of “aromatics and olefins”, which will provide a strong driving force for high-quality industries in Dalian and even Liaoning Province.

Looking forward, Hengli will continue to thoroughly implement the new development concept, actively integrate into the new development pattern, seize major national strategic opportunities, persevere in strengthening corporate responsibility, adhere to innovation and leadership, and set an example and become a pioneer in the implementation of the Northeast China revitalization strategy, so as to make greater contributions to achieving high-quality economic development.

The construction of Hengli project follows the concept of “the most advanced, the safest and the most environmentally-friendly” project from the source, the chemical fiber segment takes the lead in realizing the full reuse of wastewater, and the refining and chemical sewage treatment has applied the concept of “embedded wastewater treatment” in the petrochemical industry for the first time. The actual water discharge and gas emission of the petrochemical plant are only 20%-25% of the discharge and emission permit requirements, and it has been awarded the national “green plant”.

The refining and chemical sewage treatment plant adopts the world’s most advanced French Degremont sewage treatment technology, and applies the concept of “integrated and comprehensive utilization of sewage” to sewage treatment for the first time, with the COD emission only accounting for 30% of the national emission standard, and the reuse rate of reclaimed water reaching 85%. The application of this technology has won the “Industry-changing Technological Innovation Award” awarded by International Water Association, and “Special Climate Award” of “Innovation Awards for Sino-French Teams”.

Hengli closely follows the pace of national strategic policies. Since the proposal of carbon peaking and carbon neutrality targets, Hengli has regarded rooftop photovoltaic power generation projects as an important measure to promote green and low-carbon energy transformation, and constantly increases clean energy investment to maintain energy security. In 2022, Hengke New Materials Phase-IV photovoltaic project was put into operation, with a total installed capacity of about 60 MW, and a long-term planned installed capacity of 100 MW.

The park is equipped with its own thermal power plant to supply more than 4,000 tons of 7 grades of steam per hour to the park, completely relying on the use of energy cascade for power generation. The standard coal consumption for power supply is only 170g/kWh, more than 1.5 million tons of coal can be saved every year, and the actual amount of carbon dioxide emitted is nearly 5 million tons lower than the quota calculated by the Department of Ecology and Environment of Liaoning Province.

Taking advantage of coastal resource, it uses closed seawater cooling and circulating system to replace the traditional industrial water cooling tower, which can save 80 million tons of fresh water per year. It also uses the low-temperature waste heat of the whole plant for seawater desalination, which can produce 16 million tons of fresh water per year, and realize the production cost per ton of fresh water to be less than CNY 2. Through seawater cooling and desalination, nearly 100 million tons of precious fresh water can be saved and additionally produced every year, which can meet the water needs of 100,000 people a year.

Hengli Group has been awarded the “Advanced Unit of Energy Conservation in the Petroleum and Chemical Industry in 13th Five-Year Plan Period”, the sixth batch of manufacturing individual champions of the Ministry of Industry and Information Technology, the Ninth Provincial Governor Award of Liaoning Provincial Government, the leader and benchmarking enterprise of energy efficiency and water efficiency in the petrochemical industry and other honors. In the future, it will constantly make efforts to find a more innovative, comprehensive and efficient road for the green development of the chemical enterprise.
