Brief Introduction

Taiyuan Economic and Technological Development Zone (hereinafter referred to as “TETDZ”), approved by the State Council as a national economic and technological development zone in 2001, has an approved area of 9.6 square kilometers. In 2009, to address the serious shortage of development space in TETDZ, Taiyuan Municipal Government agreed to add 19.4 square kilometers for planning and construction. In 2017, to accelerate the adjustment of industrial structure in Shanxi and promote the reform, innovation and development of TETDZ, Shanxi Province officially established Shanxi Demonstration Zone of Transformation and Comprehensive Reform, integrating eight major development zones in Taiyuan and Jinzhong. Through pilots and trials, reforms and innovations, it develops replicable and propagable experience, improves the gold-lettered image of transformation and comprehensive reform, takes the right road specified by Chinese President Xi Jinping for Shanxi Province, and sets a benchmark and model.

Green Measures

To promote green results through development, TETDZ vigorously drives cultivation of concentrated development of strategic emerging industrial clusters in the park.

Relying on Foxconn Group, it has developed a hundred-billion-level industrial cluster for precision electronic manufacturing; With Jolywood as the “chain owner”, and relying on Jolywood’s annual output of 32GW high-efficiency single crystal battery project, it has developed supporting downstream applications such as the 10GW energy storage and the 10GW distributed power station, and created a hundred-billion-level PV industrial chain of “silicon - slice - cell - battery module - application scenario”. Giving full play to the accumulated comparative advantages of the service industry in the comprehensive reform demonstration zone, focusing on key areas such as flow economy, platform economy, modern logistics and modern financial services, and striving to build a modern service industry system with high quality and efficiency, complete chain, reasonable structure and strong competitiveness, it has cultivated a hundred-billion-level modern service industrial cluster.

To promote development through green efforts, TETDZ insists on strengthening green and ecological management.

It has taken special actions to prevent and control air pollution, achieving full coverage of emission and discharge permits for fixed pollution sources. To strengthen and establish an ecological environment governance system, the Provisions on Responsibility for Ecological Conservation and Environment Protection in Shanxi Demonstration Zone of Transformation and Comprehensive Reform (Trial) was issued to specify the main responsibilities. Through the development of a big-data intelligent ecological environment supervision system, an online pollution source monitoring system and an “environmental steward” service system, a modern management of ecological environment has been achieved. At the same time, it adapts to the transformation needs of enterprises in the zone, and better promotes the green transformation of the park. The Jinhua Furnace project jointly promoted by Yangmei Chemical and Tsinghua University has broken the monopoly of foreign technologies, realizing the efficient recovery and utilization of sensible heat of large-scale synthetic gas from coal gasification, as well as the industrial development; Shanxi Sanhesheng Energy Conservation and Environmental Protection Technology Co., Ltd. has cooperated with Xi’an Jiaotong University to carry out the research project on intelligent control of coal-fired power plants, which fills the gap in China.
