首届“绿创杯”绿色技术创新大赛火热报名中,本届大赛由国家级经济技术开发区绿色发展联盟(绿盟)携手中国循环经济协会、中国环境科学研究院清洁生产与循环经济研究中心、中国环境投资联盟和世界自然基金会(WWF)共同举办。本届大赛邀请到了10家国家级经济技术开发区作为支持单位,参赛即有机会优先享受其各项福利政策,从上一期开始,我们已经开始陆续展示了天津、昆山、南京、江宁4家经开区的支持政策,本期就带大家了解一下绿创伙伴之一的青岛中德生态园都有哪些支持创新的良策。


中国(青岛)海外人才创新创业项目大赛

对本届大赛获二等奖及以上、且在山东自贸区青岛片区落地的项目人才,经审核认定,择优纳入青岛市创业创新领军人才计划,给予100万元创业创新研发补助和30万元安家费。

After the evaluation, for the project talents who get the second prize or above in this comptition and land in the Shandong Qingdao Free Trade Zone will get the priority of listing in the leading talents plan in Qingdao and receive RMB 1 million subsidy for R & D, innovation and entrepreneurship and 300,000 subsidy for settling down.  


关于实施“梧桐树”聚才计划的若干政策

经青岛西海岸新区认定的顶尖、领军人才,可分别享受100万元、50万元的生活补贴;其在青岛西海岸新区购买商品住房的,给予最高80万元的购房补贴;其创办的企业可给予当年利息额50%的贷款利息,贴息总额不超过100万元;创办的企业3年内销售收入超过5000万元的,提供1000万元以内的担保融资贷款。

The leading talents who are evaluated by The West Coast New Area of Qingdao can enjoy RMB 1 million and 500,000 respectively for living and up to 800,000 for buying commercial houses. The enterprises founded by them can receive the regulatory flux 50% interest on the loan and discount interest amount does not exceed 1 million. The Area gives the secured financing loans with the maximum of 10 million for enterprises whose revenue exceed 50 million within 3 years.


中国两院院士(含外籍)、发达国家院士相关政策

对由国际性重要科学技术奖获得者、世界级水平科学家、中国两院院士、发达国家院士等领衔的团队项目,经评审认定,最高给予1亿元综合资助;对由“国家杰出青年科学基金获得者”“国家有突出贡献的中青年专家”等领衔的团队项目,经评审认定,最高给予500万至1000万元综合资助;对由“泰山学者”工程系列人选、青岛市创新创业领军人才领衔的团队项目,经评审认定,最高给予300万至500万综合资助。

After the evaluation, team projects led by winners of the international important science and technology awards, world-class scientists, and academicians of the Chinese Academy of Sciences and the developed countries can receive the comprehensive funding up to RMB 100 million; Team projects led by winners of “Natianal Science Foundation for Outstanding Youth", "National Young and Middle-aged Experts with Outstanding Contributions" can receive the comprehensive funding up to 5 million to 10 million; Team projects led by person in "Taishan Scholars" project series and Qingdao leading talents in innovation and entrepreneurship can receive the comprehensive funding with the maximum of 3 million to 5 million.


《关于加快中国-上海合作组织地方经贸合作示范区、中国(山东)自由贸易试验区青岛片区人才集聚发展的若干政策措施(试行)》

对获得国家级及省级、市级创新创业大赛二等奖及以上且在“两区”落地的人才项目,经审核认定,直接纳入青岛市创业创新研发补助和30万元安家费。

After the evaluation, talent projects which have won the second prize or above in the national, provincial, and municipal innovation & entrepreneurship competitions and landed in the China Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone and Shandong Qingdao Free Trade Zone (two zones) can be directly listed in the Qingdao entrepreneurship and innovation R&D subsidy and receive RMB 300,000 for settling down. 

经“两区”所在区(市)人才主管部门评审认定,对外籍及港澳台医疗、科技创新等领域高端人才,由所在区(市)财政按照上年度用人单位实际给付计缴所得税年度薪酬总额的30%发放生活补助,上不封顶. 对外籍及港澳台创业类高端人才,由“两区”所在区(市)财政按照企业上年度在青纳税额与个人占股比例乘积的30%发放生活补助,上不封顶。

After the evaluation by the HR department in the two zones, top talents from foreign countries, Hongkong, Macao, and Taiwan in the medical treatment and technology innovation field can get 30% living subsidy according to the annual total compensation with no top limit. Top entrepreneurship talents from foreign countries, Hongkong, Macao, and Taiwan can get living subsidy according to the percentage shares of the green taxes and personal product in last year with no top limit.


《青岛国际经济合作区(中德生态园)关于留学人员入园创新创业暂行办法》

一、适用范围

Application Range

本办法所指创新创业人员是指首次在青岛国际经济合作区(中德生态园园,以下简称园区)成立具有法人资格的公司(以下简称项目公司)从事创新创业的留学人员。

留学人员是指在在国外学习1年(包括1年)以上,并获得学士及以上学位的公派或自费留学生,以及在国内已取得大学本科以上学历或具有中级以上专业技术职务任职资格,并到国外高等院校、科研机构、公司工作或学习1年以上,取得一定成果的访问学者和进修人员。

Innovation & Entrepreneurship personnel mentioned in this measures refer to the international students who firstly start an enterprise engaged in innovation and entrepreneurship which has the legal person(enterprise) in Qingdao International Economic Cooperation Zone.   

International students refer to students study at least 1 year(include 1 year) abroad and get bachelar’s degree or above or refer to students who get degrees above bachelor or the professional technical qualification at the intermediate level or above, study or work in the universities, colleges, R&D institutions, and companies at least 1 year and get some achievements.

二、扶持政策

Support policies

1.对留学人员成立的项目公司给予实际入驻之日起1年办公用房100%租金补贴,办公面积按照项目公司实际入驻人员使用面积不高于8平方米标准配置。

Give the project company established by international students 100% office renting subsidy for the first year. Office area in accordance with the standard of maximum 8 square meters per person.

2.对留学人员给予1年住房100%租金补贴,住宿面积按照人均不低于30平米的标准进行配置。

Give international students 100% house renting subsidy for the first year. Accomodation area in accordance with the standard of minimum 30 square meters per person.

3.入驻1年期满后,鼓励留学人员继续在园区创新创业,项目公司办公用房租金补贴参照园区《双创中心管理暂行办法》(青国经合管发【2018】139号)执行(租金补贴扶持期限延续计算);留学人员住房租金补贴按照园区《2018年度人才住房保障试行意见》(青国经合管发【2018】103号)执行。选择在国内就业的,有关住房及人才政策按照市区及园区有关政策执行。

In order to encourage international students to continue innovation and entrepreneurship in the park after the first year, the government will offer office renting subsidy according to “innovation & entrepreneurship center management” and house renting subsidy according to “talents housing action”. Students who choose to work in China can enjoy housing and talent policies in accordance with the relevant city and park policies.

4.对入驻园区产业博士邨的留学创业人员,经新区评审认定,指导申报最高300万元项目资助;对自主创业的毕业5年内大学生优秀创新创业项目,经新区评审认定,指导申报100-300万元资助。

After the evaluation, international students who land in the park can apply for project support with the maximum of RMB 3 million. For the college students within 5 years after graduation with the excellent projects can apply for project support with RMB 1 million to 3 million.

5.进驻园区产业博士邨的留学人员,个人所得税年纳税额在10万元以上的,按照园区《引进人才个税、住房补贴的实施细则》(青国经合管发【2018】102号)执行,按地方实得财力前三年予以100%奖励,后两年予以50%奖励。(与新区高层次人才纳税奖励政策不重复享受)

International students with above RMB 100,000 personal income tax, can get support from “implementation of individual income tax and housing subsidy for the introduction of talents”. Give 100% reward in the first 3 years and 50% in the following 2 years.(Not to be enjoyed repeatedly with the tax incentive policy for high-level talents in the new area)
